At least in SC, the light blinking thing is a minor traffic violation. As for standing on the side walk with a sign, as long as she isn't impeding traffic, she can stand out there with a sign all day. I'll still write a ticket book worth of violations as no one is going to pay her any attention. Proven that point before....

Although not specifically mentioned in any law she is technically obstructing justice and interfering with a police officer. Would she be arrested 9 times out of 10? Most likely not; however, if the officer asked her in a professional manner to stop what she is doing and she told him to pound sand than she may, and did in this case, get arrested. If she were in the street she could be causing a traffic issue and in some places would be committing Disorderly Conduct. Ultimately she was just trying to be a pain in the ass.
